Below are the preferred Service options that will meet city of Fort Collins and Loveland Pay-As-You-Throw requirements. The HOA is required to inform ALL residents of their service options as identified in Fort Collins Municipal Code and allow them to pick one that best fits their household's waste disposal needs.
This can make managing their services much more difficult. For this reason we have put together two options to simplify the process for HOA/Group Account managers. These only apply to HOA/Groups Accounts where the HOA or a management company pays one bill for all residents.
Option 1: Recommended for Larger Home and family (>2 person) households
- HOA notifies all residents of their service options. These currently include a 35/65/95-gallon GSI cart or equivalent.
- Customer's respond to GSI or HOA with their elected container size (the latter is better)
- GSI delivers customer the selected container type
- GSI bills HOA according to the service type breakdown (i.e. 10@35-gallon service, 30@65g service, 15@ 95g service) and identifies household's services by address for HOA to ensure the household is properly billed.
- GSI lists any changes on the following billing by address, if a household changes service types.
This method will raise the least number of questions regarding PAYT compliance and is working successfully for many area HOAs.
Option 2: Recommended for Seniors, smaller townhouse units, and 1 or 2 person households
- HOA notifies all residents of their service options. These currently include a 35/65/95-gallon GSI cart or equivalent.
- HOA pays GSI for the lowest available service level for all households which is currently (1) 33-gallon trash can or 35-gallon GSI cart.
- Customer may upgrade their service type by contacting us, and identifying the service level they require for the full year.
- GSI bills the resident directly for the volume price difference for the larger container(s) and a small billing fee or a onetime payment for all 12 months.
During annual notification by the HOA to all residents, a date to respond with the household's selected service type should be identified. If residents do not respond by a certain date you may elect to subscribe to a service level for your own billing needs. We recommend leaving their service type as is, if they are already receiving GSI trash service. If you are forced to select the service for the residence, consider that the median service level of 65-gallons is the most popular size container. However, 95-gallon cart service provides the most service, minimizing the potential for extra trash fees billed to the resident.
Households should be restricted to one service type change per year. There would be a fee for a container exchange of $15 charged to the household for any additional exchanges.
Supplimental services such as yardwaste collection will be billed directly to the household. If a household is a yardwaste service customer, they will not receive a monthly billing fee for a service type upgrade.
The two options listed above have worked most successfully over the past several years of the various methods we have tried. However, we are open to your suggestions and you are welcome to make additional recommendations outside the options above.
Should the city of Fort Collins institute a districted trash collection system, the above methods would result in the least amount of change necessary HOA residents.
